Bare steel rusts because of a chemical reaction with moisture and oxygen. Since oxygen is always present in constant amounts in the air, the varying amount of moisture in the air has been the point of attack of protective packaging.
Protective packaging for steel formerly relied on two methods to minimize any direct contact between steel and moisture: (1) coating steel with oil or grease and then wrapping it with grease proof paper, and (2) placing moisture-absorbing compounds with the steel parts and then wrapping them with a sealed water-vapor proof paper. Both of these methods are still used, but they have disadvantages in application, in packaging and in removal of the materials.
With the development of rust-inhibitive chemicals and their application to wrapping papers, packaged steel articles can be protected against corrosion in the presence of moisture and oxygen without the application of foreign coatings. Wrapping papers treated with these rust-inhibitive chemicals are know as rust-inhibitor papers or volatile corrosion inhibitor papers (VCI), because the chemicals are volatile.
VCI paper is wrapping paper that has been impregnated or coated with rust-inhibiting chemicals. A wide range of papers and other packaging products can be impregnated with these chemicals, such as: kraft, linerboard, chipboard, stretchwrap, polybags, foam packaging material, etc.
The chemical with which the papers are coated, not the paper itself, does the actual job of rust-inhibiting. The chemical coating inactivates the corrosive action of oxygen and moisture, which causes rust. The chemical coating works in two ways: (1) it slowly vaporizes from the wrapper and forms an invisible protective film around the metal articles that prevents corrosion, and (2) it dissolves in any moisture that may condense on metal articles due to temperature cycling or in any with which the packaged article is in contact, rendering the moisture non-corrosive. Most rust inhibitive chemicals are soluble in water, and it is desirable to over wrap a rust-inhibitor paper with a waterproof paper or poly product. Otherwise the water-soluble inhibiting chemicals will be leached from the package if it is exposed to rain or other water.
Although originally designed specifically to protect steel and steel parts of nonferrous articles, rust inhibitive papers are available for various metals. It is important to know what type of metal you wish to protect. You should also be aware of the proper handling of the parts before wrapping them in the VCI paper.
